Abstract In the long time，the transformation and development of the resource．based city economy has been a major issue puzzling economic sustainable development in Shanxi Province．Since the reform and opening up，resource．based small and medium—sized cities of Shanxi Province made great contributions to the economic construction and energy demands of Shanxi Province and the whole country．But with the coal iesources exploitation，resource．based small and medium—sized cities of Shanxi Province will experience a development process of economic prosperity, economic depression and economic recovery．In 20 1 0，¨national resource．based economic transformation synthetically reform test area was set up in Shanxi Province， which made the transformation and development of the resource-based city economy in Shanxi Province as the focus of attention． Through the investigation and analysis of the economic transformation of resource-based city at home and abroad，according．to the basic theory,this article defines the concept of resource—based city,resource．based small and medium．sized cities of Shanxi Province，the economic transformation of resource．based small and medium—sized cities of Shanxi Province．According to the fotmdation of the development of theory of economic transformation of resource．based city,it concludes that the practical significance of the economic transformation of resource—based city．This paper takes HeJinShi as an example，analyzes the achievements and the problems they faced in the transformation of the economic development，and further expounds the cause of the problems．Then it selects the 4 typical case of successful economic transformation of resource—based cities at home and abroad，on the basis of the above，puts forward the thought with the government support and the specific countermeasures，finally finds a way adapting to resource—based small and medium—sized cities of Shanxi Province，especially the right road for HeJinShi economic transformation． [Key Word]
