城郊地区农民创新能力培养途径的研究.pdf

摘要 我国农村经济社会的发展正出现一个由城乡二元结构向一元结构转变的态势，以 农村城镇化、城乡一体化、农业现代化、农民市民化为特征的农村现代化是我国农村 发展的必然趋势。在城郊地区出现的城郊村是农村城镇化在由中心城市向农村地区推 进的过程中必定会出现一种“非城非乡”的新型社区。提高城郊农民创新能力、加强 农民教育培训，是加速我国农村剩余劳动力转移、加强我国农村城镇化建设进程、推 进农业产业结构调整的根本途径。 当前，我国农民素质能力问题受到党和政府的高度重视。加强农民教育培训、培 养农民的创新思维是提高农民创新能力的根本途径。在我国现阶段的农民教育培训中 依然存在诸多问题，学习和借鉴国外农民教育培训经验和做法对于创新和发展我国农 民教育培训具有重要启示。 农民是农村现代发达生产力中的最活跃因素，是农村城镇化建设的主体力量。没 有农民素质的提高、没有农民教育水平和农业科技培训水平的提高，我国农民现代化 建设的任务是不可能完成的。因此，农民必须从提高科学文化水平、增强自身素质做 起，更好的学习新技术，掌握新本领、寻求新发展，不断地适应新变化，才能在农村 经济社会的快速发展中得以生存。 本文在实证研究方面通过对河北山海关区城郊地区农民的调查，了解了当地农民 的能力素质和教育培训现状。通过对回收问卷的整理和相关数据的分析，发现了该地 区农民能力素质和教育培训存在的一系列问题，并找出了问题产生的原因。通过对该 地区的调查，总结出制约城郊农民创新能力提高的共性因素，在借鉴了美国、法国、 韩国、日本等发达国家在农民教育培训方面的成功经验之后，对我国城郊农民能力素 质的提高和农民教育培训的改革发展提出了对策和建议。这些对策和建议将为我国农 村城镇化的发展和农民个体素质的提高提供一定的理论参考。 关键词：农民创新能力；城郊地区；农民教育培训；农村城镇化 Suburban area farmers’innovation ability training methods research Autllor：FuHan Tutor．Professor Huang Changchun Major：The basic principles of Marxism Abstract Chinas rural economic social development iS the emergence of a dual structureby the unitary structure to change in trend．11he rural modernization under the characteristics of countryside urbanization，city and countryside integration,agriculture modernization,and the peasant’S citizens is the inevitable trend of Chinas rural development．Suburb villages appeared in suburban area is a l(irld of”the city the township”new communities；its rural urbanization in urban to rural areas by the center in the process of promoting will be presented．Improving farmers’innovation ability,strengthen the suburbs education training, is the basic way to accelerating peasants in rural surplus labor transfer,strengthening Our country rural urbanization process，promote the agricultural industrial structure adjustment． At present,the party and the government are highly valued Our country farmers’ quality problem．Strengthen the education training；training the farmers’creative thinking is the basic way to improve farmers’innovation ability．In the present stage of educati
