清涧县“三农问题”的出路之我见 11秋 行政管理本科 刘芳 内容摘要： 随着我国社会主义和谐社会的建设，“三农”问题日益成为我国经济发展的瓶颈。 “三农问题”已经影响到了我国全面建设小康社会的伟大工程。如何解决“三农问题”就成为各方关注的焦点。 “三农问题”的核心是农民问题，而农民问题的核心是收入和就业的问题。因此，解决“三农问题”的根本出路就在于促进和实现农民充分就业，进而实现农民收入持续稳定地增长。要实现这一点，首先是加速农业产业化发展，实现农民就地就业；其次是加快农村城镇化和工业化进程，实现农民转移就业；再次是统筹城乡经济发展，实现农民平等就业；最后是全面提高农民素质，实现农民稳定就业。 关 键 词：三农问题 就业 城镇化 产业化 统筹 Abstract: With the construction of a harmonious society of socialism in China, three rural problems have become the bottleneck of Chinas economic development. In the three rural problems, how to improve the income of the farmers is the priority among priorities. Three rural issues has affected the great project of building a well-off society in china. How to solve the three rural issues has become the focus of attention of all parties. Three agricultural problems is the core problem of farmers, and the core of the farmer problem is the problem of income and employment. Therefore, the fundamental way to solve the three rural issues is to promote and realize the full employment of farmers, so as to realize the sustainable growth of farmers income. To achieve this, first of all is to accelerate the development of agricultural industrialization, farmers and local employment; second is to accelerate the rural urbanization and industrialization process, to achieve the transfer of farmers employment; again is the coordination of urban and rural economic development, to realize the equal employment of farmers; finally is to comprehensively improve the quality of the peasants, farmers employment stability. Key words：industrialization, urbanization and employment issues 正 文： 引言：农业、农村、农民称为三农；农村问题、农民问题、农业问题总称为“三农问题”。“农民真苦，农村真穷，农业真危险”这句出自农村基层干部李昌平之口的话则道出了“三农问题”的基本现状，也从侧面说明了解决“三农问题”的紧迫性和重要性。中国13亿人口中仍有8亿多人生活在农村，农业丰则基础强、农村稳则社会安、农民富则国家盛；在某种程度上可以说“三农问题”得不到解决，国民经济现代化就不可能实现，全面建设小康社会也就无从谈起。因此“三农问题”已经引起从中央到地方的各级政府和社会各界的广泛关注和高度重视，而如何解决“三农问题”也成为各方关注的焦点。 “三农”问题的症结　　1、农业人口过多至使农业效率低。在我国，由于传统农业部门剩余劳动力比较多，劳动力供给是无限的，劳动生产率很低，其边际劳动生产率接近于零甚至是负数，农民的报酬极低。在
