摘 要 我国中小型外贸企业数量众多,是当地开放经济发展的重要力量,在区域经济发展中处于重要地位。但是同时也应该认识到中小企业由于规模小，受自身人力、财力、物力条件的约束，抗风险能力较低，缺乏国际竞争力。专业经营管理人才短缺中小企业；对策Abstract There are numerous small and medium-sized foreign trade enterprises （SMFTE） in our country. They are significant to the development of local open economic strength and in a important position in regional economic development. Comparing with large enterprises, SMFTE is more flexible and much easily to make timely adjust aim to changes in the external environment, also more adapt to China. However, we should be aware of SMFTEs are lack of international competitiveness because of the limitation in small sale, human, financial and material resources. Especially in the international financial crisis of the environment, SMFTE met a lot of practical problems, ie: lack of fair legal environment and market environment, financing difficulties, internal management drop behind, technical level backward, professional management staff shortages, etc. These above factors lead to small and medium-sized enterprise energy shortage and lack market competitive power, low economic benefits, which seriously restrict the development of SMFTE in China. This article through to analysis the current situation of our SMFTE, it is concluded that if want to promote the development of SMFTE in China and enhance its international competitiveness, besides improve enterprises self building ,the government policy system is very important, both of them restrict and promote the export trade of SMFTE in China.
