我国城乡一体化规划的理论与实践 姚士谋1 王书国1,2 崔旭1,2 （1 中国科学院南京地理与湖泊研究所，南京，210008； 2中国科学院研究生院，北京，100039） 摘要：在我国快速城市化发展过程中，我国许多省市与大城市地区，城乡一体化的规划理论与实践问题越来越重要，具有重要的实际意义与学术价值。本文试图探索在我国城市化过程中的一些实际问题，推动城市化的健康成长与稳定发展。特别是通过国情分析，强调我国必须走资源节约型与城乡协调发展的思路，实行城乡统筹，并从区域空间角度认识城乡统筹规划的根本问题。文章结合实际、论证有据，为我国城乡一体化规划提出了新的思维，以求在学术花园中百花争艳，相互交流，取长补短。 关键词：城乡统筹，城乡一体化，节约型城乡规划，健康城市化 The theory and practice of urban-rural integration plan in China Yao Shimou1 Wang Shuguo1,2 Cui xu1,2 (1 Nanjing Institute of Geography and Limnology, CAS, Nanjing 210008; 2 Graduate School, CAS, Beijing, 100039) Abstract: The planning theories and practice of great theoretical and application value has been more and more important in many provinces and metropolitan areas during the rapid urbanization development of China. This paper tries to promote urbanization to be healthy and steady by exploring some problems appearing during China urbanization. Especially by analyzing national conditions, this paper emphasizes that resources saving and coordinated development of urban and rural should be adopted, and harmony relationship between urban and rural areas should be set up from the point of view of regional space. New good idea of urban-rural integration in China is promoted combining with practice reasonedly in an attempt to make the academic garden more colorful, to promote exchanges to make up for ones deficiency. Keywords: harmony relationship between urban and rural areas, urban-rural integration, economical urban and rural planning, healthy urbanization 工业化推动城市化的快速发展，城市是伴随着工业化过程而来的，是一个很复杂的社会经济发展现象。中国城市化的最终目的是要促进国民经济健康、持续、快速发展，实现城乡居民共同富裕，城乡地区协调发展，城乡经济共同繁荣。目前跨省区的资源开发利用、基础设施布局还缺乏统一规划核有效的协调，矛盾越来越突出。为了解决这些关键问题，解决农业工业化问题，解决城市化适度健康发展，促进经济持续增长，实现区域协调发展，保护生态环境，保证我国经济长期持续健康发展，必须落实中央提出的城乡统筹规划的重大问题[1]。 今后半个世纪内，中国城市化进程应考虑如下几个因素：一是我国大部分地区特别是沿海城镇密集区域，工业化已进入中期阶段。沿海地区应由劳动密集型转向资本密集型和技术型产业，走集约经营、内涵挖潜、产业转换、提高经济效益与生态效益的道路，为数众多的富余人员将从企业分离，全社会对劳动力的需求将减缓，产业结构转向以现代第三产业为主，这将影响农村人口向城市转移的速度；二是增加城镇人口，扩大用地规模必须投入巨额资金，特别是城市规模扩大了，建成区范围内的各种市政设施、管线
