And the existing problems were analyzed，including the quality of farmers′ scientific and technological culture is low，the scientific and technological awareness is not strong，technical force and insufficient funds is not enough，the low recognition degree，training resources are not effectively integrated，etc. The development countermeasures were summarized from strengthen the organization and leadership，increasing the local financial investmentm，mining and overalling training resources，strengthen policy guidance，promoting the transformation and upgrading of farmers training，etc. Finally，specific measures，objectives and tasks were put forward in the 13th Five-Year Plan period，in order to promote the development of new vocational farmers′ training of Huaian District in Huaian City. 　　Key words new vocational farmers training project；practices；achievements；problems；countermeasures；Huaian Jiangsu；Huaian Distrcit 　　淮安市淮安区是一个农业大区，总面积1 267 km2，耕地面积6.59万hm2，总人口120万人。农村人口70.24万人，占总人口的58%以上，2014年农业劳动力21.5万人，是传统的劳动密集型县区。近年来，区政府高度重视农民科技培训工作，把新型职业农民培训工作摆在农业和农村经济工作的突出位置，按照上级部署，结合本区现状，以农业实用技术培训、农民创业培训、新型职业农民培训为抓手，扎实推进各方面工作的
