2013年大修/改造采购供应工作计划 Work Plan of Procurement and Supply for 2013 TA/Revamp 一、概述Overview 2013年大检修是新建炼油乙烯一体化项目开工运行后的第一次大检修，预计从9月或10月开始（退油到进油），持续时间预计为60天。。 2013 TA/revamp, the first TA after the new ethylene integrated project was put into operation, is expected to be implemented from Sep or Oct feed-out to feed-in , and the duration is expected to be sixty 60 days,. 此次停工将涉及与乙烯脱瓶颈项目（ED）有关的项目作业及新炼油、化工各生产装置的大修。 This shutdown will involve activities related to the ethylene debottleneck ED project and TA of all new refining and chemical plants. 二、组织机构Organization 成立大修/改造采购供应领导小组 Procurement and supply leading team for TA/revamp shall be established. 组长：尤思福 副组长:李存功 Leader: Nouraddin A. Yousuf Deputy leader: Li Cungong 成员：陶景 陈松水 吴晋安 师珊 张叶贵 乐章峰 郑双 Members: Tao Jing, Chen Songshui, Wu Jin’an, Shi Shan, Zhang Yegui, Yue Zhangfeng, Zheng Shuang 总协调人：陶景 General coordinator: Tao Jing 下设四个工作小组： Four working groups shall be set under the team: a、物资采购供应小组；负责人：陈松水 吴晋安 师珊 Materials procurement and supply group; responsible persons: Chen Songshui, Wu Jin’an, Shi Shan b、原料采购供应小组；负责人：郑双 Raw materials procurement and supply group; responsible person: Zheng Shuang c、服务采购小组；负责人：张叶贵 Service procurement group; responsible person: Zhang Yegui d、废料回收管理小组；负责人：乐章峰 Scrap recovery and management group; responsible person: Yue Zhangfeng 三、供应目标Supply Objective 计划采购，及时供应，质量合格，保障有力。 Procurement shall be made as per plan, supply shall be in time, quality is acceptable and safeguard is robust. 四、采购策略Procurement Strategy 根据《乙烯脱瓶颈项目采购策略》执行。 It shall be implemented as per the Procurement Strategy for Ethylene Debottleneck Project. 对批量金额超过1000万元的物资采购要编制详细的采购策略。 Detailed procurement strategy shall be developed for the bulk materials procurement with amount exceeding 10 million Yuan. 五、里程碑控制点Control Point of Milestone 里程碑控制点见附件1-大修/改造二级网络进度控制计划。 Refer to Attachment 1- Level 2 Network Progress Control Plan for TA/Revamp for the control points of milestones. 六、长/次长周期设备/配件Long Lead/Sub-long Lead Equipment
