摘 要 公路工程施工监理制度是指将施工监理作为公路建设管理制度确定下来，在公路建设领域推行的一项科学管理制度，是用科学方法对公路建设项目施工进行监督和管理的一项管理体系。自1988年开始试点，1997年《建筑法》以法律制度的形式做出规定，国家推行建设工程监理制度，从而使建设工程监理制度在全国范围内全面推行。我国目前建设监理制度的建立与监理行业的形成，是我国工程建设领域生产力发展以及社会主义市场经济在建设工程行业运行的必然产物。随着我国经济的高速增长，国家加大了基础设施建设的速度，特别是高速公路与高速铁路的建设迎来了千载难逢的发展机会，监理制度与监理行业的问题就显得越发突出和重要，目前我国的监理制度过于侧重质量和仅在施工阶段中存在，本文针对我国目前的施工监理制度的现状进行了讨论，并对其发展历程进行了了解，在结合国内现实条件下分析了我国监理制度存在的问题，并浅谈了国内施工监理制度的发展。 关键词：管理体系，公路工程监理制度，增长，意义，问题及发展 Abstract Highway Construction Supervision system means that the construction supervision of highway construction management system as determined in the field of road construction, a scientific management system implementation is the use of scientific methods of road construction project supervision and management of a management system.
