我国住房保障的制度“并轨”研究 潘爱民 韩正龙 （湖南科技大学商学院 湖南 湘潭 411201） 摘 要：虽然我国已基本建立了城镇住房保障体系而且其在一定程度上解决了住房弱势群体的住房问题；但是在新的形势下，住房保障制度仍然存在一些问题。基于此本文首先对于住房保障制度的运行现状进行了梳理和分析；其次，剖析了我国住房保障体系中暴露出的问题；再次，尝试性的提出住房保障制度的“并轨”的观点，以此解决住房保障存在的问题：短期内，以现有住房保障供给模式为基础，发展出租型和出售型并举的经济适用房模式、将出租型的经济适用房并入到公租房；将出售类的经济适用房、限价房并入到新型的经济适用房制度；长期，将廉租房、公租房、经济适用房并入到租房保障体系，以发放租房补贴的形式对住房困难群体实施住房保障；最后，对新型住房保障体系的完善提出了意见和建议。 关键词：住房保障 市场供给 保障制度 制度并轨 Study on system “combination” of china’s housing security PAN Ai-min HAN Zheng-long (Hunan University of science technology, Hunan, Xiangtan, 411201, China) Abstract: Low-rent housing, affordable housing, housing accumulation fund have become an important part of China’s housing security system in recent years. Those has made significant role in the transition of china’s economic system and reform of social system. However , more and more deficits of housing security system appears obvious in the new situation .Firstly, this paper makes an summarizing and analyzing on situation of china’s housing security system. Secondly, it analyzes some problems of housing guarantee system .Thirdly ,we tentative propose new views about making the combination of china’s housing guarantee system to solve the existing problems: in short term on the base of existing housing supply mode, rental type and sell type mixed economy applicable room mode should be developed ,at the same time we should incorporate lease type economy applicable room into male rent room system; a kind of economy applicable room ,price fixing room will incorporated into new economy applicable room; In long-term low –rent room and male rent room will incorporate into rent security system the housing difficulties family ,”sandwich” layer, long-term and short-term floating population will accept rent-housing subsides .Finally, in order to make new housing guarantee system , some advice and suggestions will be proposed.
