With the development of social economy, knowledge innovation and management innovation is playing an increasingly important role in the comprehensive competition. No matter which country or region wants to win the competition, it must pay attention to knowledge innovation and management innovation which are at the core of comprehensive competition. In the processing of building a people-centered harmonious society, management innovation is mainly reflected as government public service system innovation. However, we can not deny that our public service system just begins; we still have a lot of work to do. This article first defines the meaning of public service system and then, on this basis, it discusses the main contents of public service system innovation. At the same time, it also illustrates the status of Shaanxi villiage and township public service system and points out its problems. I hope that it can afford a useful way to do good to our public service system construction.
