农村义务教育经费保障制度存在的问题 [摘要] 农村义务教育在全面建设小康社会、构建社会主义和谐社会中起到了重要的作用，具有基础性、先导性、全面性。我国国务院、党中央一向很重视农村义务教育的发展，我省从2006年实行农村义务教育教育机制改革以来，我国在农村义务教育上取得了显著的成果，并且得到了广大群众的称赞，但通过调查分析,指出目前农村义务教育还面临着一些不容忽视的问题: 财政年度与教育年度不一致、教育不公平和教育资源配置不合理、债务负担沉重、住宿问题无法解决、教职工福利部分挤占学校公用经费、各学校大班现象较严重、寄宿生生活补助费……所以为了促进农村教育事业的发展要继续加强监督检查，防止教育乱收费等现象再次出现，防止农民负担更加加重。 [关键词] 农村教育 经费保障制度 存在的问题 The problems existing in the rural compulsory education funds safeguard system [Abstract] rural compulsory education in the comprehensive construction well-off society and building a harmonious socialist society plays an important role, has basic, guiding, overall. Our country of the state council and the central party committee has always attaches great importance to the development of rural compulsory education, rural compulsory education in our province from 2006 education mechanism reform, rural compulsory education in our country have made remarkable achievements, and got the praise of the masses, but through the investigation and analysis, this paper points out that the current rural compulsory education is also facing some problem that nots allow to ignore: fiscal year and annual inconsistent education, education justice and education resource configuration is not reasonable, debt burden is heavy, accommodation problem cannot be solved, staff welfare part from public funds, the school of large phenomenon is relatively serious, boarder living subsidies... So in order to promote the development of rural education should continue to strengthen the supervision and inspection, to prevent the phenomenon such as education collects fees in disorder again, prevent more aggravating farmer burden.
