摘 要 当前我国企业污染日益严峻，迫切需要多层面共同协作，一起治理环境污染问题。本文从实际出发深入研究了企业污染的情况，文章分为以下四个部分：文章的第一部分为绪论，对问题的缘起及选题依据、研究目的与意义、国内外相关文献综述与研究方法及技术路线作了简要的介绍。文章的第二部分对协同治理理论的基本内容进行了描述，为研究的开展奠定了理论基础。文章的第三部分概述杭州临江地区企业污染现状。文章的第四章部分详细分析了临江地区企业污染治理存在的问题。文章的第四部分是针对第二部分问题，在“协同”治理的理论下，探讨了初步完善企业污染防控的一些有益的建议。在政府方面提出：调整临江产业结构；改革环境管理体制，破除地方保护主义；、加严污染物指标及加大执法力度；建立环境自动检测站；大力发展非政府环保组织，鼓励其积极参与环保的监督工作；加强对环境宣传与教育。在企业方面提出：加强企业对环境认识，塑造企业形象，实现社会效应；发挥企业自律的监督作用。在公众方面提出：提高公民保护环境的主体意识；建立公民参与的工业污染治投入机制；引入环境信息手段。 关键词： 企业污染 协同治理 公众参与 Abstract At present our country enterprise pollution is getting more and more serious， it is urgent need to cooperate with many aspects， which is the problem of environmental pollution. This paper is based on the actual situation， the article is divided into four parts: the first part is the introduction， the origin of the problem， the research purpose and significance， the domestic and foreign related literature review and research methods and technical route are briefly introduced. The second part of the article describes the basic content of the collaborative governance theory， which lays the theoretical foundation for the research. An overview of the status of enterprise pollution in the third part of Hangzhou Linjiang region. The fourth chapter of the detailed analysis of the existing problems of corporate pollution control in Linjiang region. The fourth part of the article is aimed at the second part of the problem， in the collaborative governance theory， discusses the preliminary improvement of enterprise pollution prevention and control of some useful suggestions. Proposed in the government: Linjiang Industrial Structure Adjustment; environmental management system reform， get rid of local protectionism; and strict pollution index and increase law enforcement; establishment of environmental automatic monitoring station; vigorously develop the non-governmental environmental protection organizations， encourage them to actively participate in environmental supervision work; to strengthe
