文化安全的悖论与软实力的本质 The Paradox of “Cultural Security” and Essence of “Soft Power” 张福贵 任传功 Fugui Zhang, James(Chuangong) Ren 【摘要】在历史体验和未来想象中形成的“文化安全”命题，将是民族国家要长期应对的重大课题，要对“文化安全”战略进行积极性的理解。最强势的文化是最安全的文化，强势文化是通过文化自信、开放、创新、发展的实践逻辑获得的。文化安全不只是对于本土文化现状和当下价值的保护，而更是对于文化未来发展潜力的坚信和发展方向选择的认定。文化安全是在 “不安全”的境遇中实现的，维持现状的文化安全战略将成为自我封闭乃至保护落后的口号。 文化软实力的本质是一种价值体系对世界的影响力以及世界性的认同程度，中国模式最终应该是一种思想文化模式。文化软实力的内涵不只是弘扬传统，而是传统文化、当代文化与人类文化的融合，同时不能缺少文化批判和文化反思的必要环节。通过“文化立人”来提升民族的思想质量和扩大人类的思想容量。 【Abstract】“cultural security” proposition formed in the historical experience and future imagination will be a major topic for a nation to deal with for a long term. It needs very active understanding for the “cultural security strategy. The most dominant culture in the world is the safest one. And the dominant culture obtains from logically practical experiences through cultural self confidence, implementation of opening policy and innovation. Cultural security does not only lie in the protection of the status quo of local culture but conviction of cultural developing potentiality in the future and cognizance of the direction of future development choices. The realization of cultural security acquires from “unsafe” circumstances. To maintain the status quo of cultural security strategies will only become the slogan of self closing and even protecting the backwardness. The essence of cultural soft power is a system of value influencing the extent of the world and worldwide recognition. Eventually, China mode should be a kind of ideological cultural pattern. The connotation of cultural soft power is not just to carry forward the tradition but combine traditional, contemporary and human culture together, and at the same time cannot lack the necessary link of cultural criticism and cultural reflection. “Fostering people with culture” intends to promote national thought quality and expand human thinking capacity. 【关键词】文化安全 文化自信 文化创新 软实力 影响力 【Key words】 cultural security, cultural self-confide
