To coordinate the differences of land function and ecological environmental construction, this paper, combining land niche concept and applying spatial analysis methods of raster data in GIS, builds up suitability evaluation index system selecting such three aspects as agricultural production suitability, urban development suitability and ecological environment suitability. Then it, applying niche suitability evaluation model, selecting grid units as evaluation units, evaluates Lulong County. The evaluation results show that there exist obvious differences among areas of niche suitability. Under the framework of niche suitability, the area is divided into optimization development zone, important development zone, limited development zone and development-prohibited zone four land use functional zones. Zoning results show that Lulong County focus on the ecological development in the northern area, on the agricultural development in the center and relies on the existing urban development system, which stresses the excavation of internal potential and reasonable expansion of the industrial park. By this research on evaluation and regulation of land use function, it can give reasonable suggestions for the land resources use in Lulong County.
