This institutional?model has the boosted the formation of cooperation mechanism and cooperative partnership between government and insurance companies based on resource?complementation and collaboration, and has promoted considerable?progress of policy-oriented agricultural insurance. However, there are some problems of China’s policy-oriented agricultural insurance, such as the lower of agricultural insurance depth and premium subsidies level, the lack of disperse mechanism?for?the?risk?of?agricultural catastrophe. Therefore, we need to take the?opportunity of implementing “agricultural insurance act” to develop and strengthen governmental market-promotion function for agricultural?insurance, highlight the oriented role of policy and accelerate the perfection of policy-oriented agricultural insurance system. [Key Words] Public-private Partnerships; Policy-oriented Agricultural Insurance; Operating?Performance; Policy?Suggestions 农业保险是防范农业风险、促进农业可持续发展、支农政策的制度创新。其中，政府公共财政支持农业保险发展已成为世界各国实施工业反哺工业的一种重要表现形式（张伟，2011），保护农业的一种重要非价格工具（邢鹂，2004）政策性农业保险成为世界各国构建农业灾后补偿机制的普遍选择。中国政府也高度重视政策性农业保险制度的建立和完善，2004～2010年、2012年的中央1号文件都明确提出“建立和完善政策性农业保险制度”，《国民经济和社会发展第十二个五年规划纲要》更是着重强调，“积极发展政策性农业保险，增加农业保险费补贴品种并扩大覆盖范围”。本文基于公私合作理论，从国际比较视角对中国农业保险的制度模式进行总结；分析政策性农业保险制度的运行绩效，并提出。一、中国农业保险的制度模式：公私合的政策性农业保险 2008年，在世界
