Along with the increase of public service and the concentrated reflection in social problems, as a new method to solve social problems and offer service, social entrepreneurship is now rising in China step by step. Social entrepreneurship means that person, social organization or network and so on pursue innovation, efficiency and social benefits under the inspiration of social mission, social activities which build up new organizations, offer audience product or service and entity turning social public welfare undertakings more sustainable and competitive. Due to the limitation in school group, education system, system construction, related policy and other aspects, undergraduate social entrepreneurship faces the troubles including the lack of social entrepreneurship stage support, financial investment, theory knowledge, practical chances and so on. According to these troubles, based on the market failure theory, governance theory and social support theory, this passage comes up with a series of countermeasures including the promotion in social entrepreneurship talents cultivation, developing group organization, completing social entrepreneurship education and related policy, laws and regulations from the four aspects of government, university, social organization and person.
