市场经济下环境立法的若干问题 张文琦 (兰州大学，法学系) [摘要]环境保护问题已经在世界范围内引起高度重视。我国环境立法虽然已基本形成体系, 但是仍然存在着立法目的和任务滞后于时代发展的要求、立法体系有重大结构缺陷、监督管理体制不合理、具体制度设计不完善等若干方面的问题。从我国的实际情况出发,借鉴国外先进的立法经验,提出了完善我国环境立法的若干建议和对策。 [ Abstract ] the issue of environmental protection has attracted worldwide attention.
