毕 业 设 计（论 文） 1#办公楼土建工程工程量 清单及招标控制价文件  1#办公楼土建工程工程量清单及招标控制价文件 摘要 工程量招标控制价也称拦标价,是指招标人根据国家或省级、行业建设主管部门颁发的有关计价依据和办法,按设计施工图纸计算,在招标过程中向投标人公示的工程项目总价格的最高限额,也是招标人期望价格的最高标准,要求投标人投标报价不得超过它,否则视为废标。根据《中华人民共和国招投标法》第二十二条二款的规定:“招标人设有标底的,标底必须保密”。但实行工程量清单招标后,由于招标方式的改变,标底保密这一法律规定已不能起到有效遏制哄抬标价作用。因此,为有利于客观、合理地评审投标报价和避免哄抬标价,造成国有资产流失,招标人应编制招标控制价,作为招标人能够接受的最高交易价格。招标控制价体现了招标人的主观意愿,明确表达了招标人购买建筑产品品质要求及其经济承受能力。本工程总建筑面积为5183.01㎡。用地概貌属于平缓场地，建筑层数为4层，均在地上。檐口距地高度为14.400m，使用年限为50年。抗震设防烈度8度，单位耐火等级二级。通过对该工程列项计算，由综合单价分析和汇总得出分部分项工程费，再算出措施费、其他项目费、规费、税金，最后得到工程总造价。 【关键词】：工程量清单 工程造价 招标控制价 NO.1 office buildings and civil engineering controls at the tender Documents Abstract Engineering , also known as bar tender price price control , is the tender under the relevant valuation basis and approach the national or provincial , industry, building department issued , calculated according to the design and construction drawings , in the bidding process to bidders publicity projects total ceiling price , but also the people expect the highest standards of the tender price , bidders bid price does not exceed it , or as annulment .
