REGIONAL ADVOCACY AND BRIEFING MEETING ON THE 3 BY 5 INITIATIVE CAIRO, EGYPT, 16 – 18 February, 2004 Conclusions and Recommendations Conclusions Representatives from various countries of the EMR, selected by the Regional Office as focus countries to be included in the 3 by 5 Initiative convened at the Regional Advocacy and Briefing Meeting on the 3 by 5 Initiative in a view that Country representatives have a clear understanding of the 3 by 5 Initiative, its strategies and perspectives, and accordingly, convey their understanding of the 3 by 5 Initiative to their country officials and ensure their commitment to scale up ARV and develop country specific work plans for scaling up ARV. The participants at the meeting have: Conclusions….. Cont’d Noted that access to ARV therapy by those who need it is a human right, and that the discrepancy of accessibility between the developed and the developing countries is unethical Confirmed that AIDS is a treatable disease and ARVs can improve both the length of life and the quality of life of PLWA Realized the cost effectiveness of provision of ARV to those who need it Stressed on the need for strong political commitment at the global, regional and national levels in order to ensure the success of the 3 by 5 Initiative …. Acknowledged the importance of ARV delivery as means to scale up other areas of response to the HIV/AIDS epidemic, including prevention as well as reduction of stigma and discrimination Emphasized the financial barrier against scaling up ARV within the countries, mainly visible through the wide discrepancy between the National per capita health expenditure and the lowest available price of ARV Noted that there is a lack of trained health personnel and other human resources needed for scaling up ARV Recommendations to countries Countries need to recognize the urgency of scaling up ARV and ensure political commitment to scale up ARV and ensure its accessibility to all those who need it according to agreed nation
