For specific figures we can say: an increase of 10%. Don’t use the verbs increase or decrease to refer to the level or standard of something. Use go up/rise or fall. E.g. The level of crime has gone up. The verbs increase and decrease don’t normally occur in the passive form. Don’t confuse the verbs rise (become more) with raise(make something rise), e.g. Interest rates are set to rise.
