论烟草商业企业人力资源管理的现状及改革 信息与技术经济管理专业 论文作者: 指导老师: [摘要]人力资源是最宝贵的战略资源,是企业在竞争中生存和发展所依赖的物质基础。企业竞争是产品的竞争,管理的竞争,技术的竞争,归根到底是人才的竞争。牢固树立“以人为本”、“人才是第一资源”的经营理念,是全面提升卷烟企业综合竞争力的重要手段,将有力地促进企业的持续稳定健康发展。近年来,随着卷烟销售网络建设的逐步加强,烟草外聘职工队伍日益壮大,成了一个越来越不容忽视的群体,他们分布在烟草商业企业的各个岗位上,为行业发展作出了重大的贡献。而由于烟草商业企业“双轨制”的用人机制,烟草商业企业的在职员工和聘用员工的待遇存在着一定的差距。“正式工、临时工的薪酬问题”在烟草商业企业一直是一个尴尬的话题。对现行的人力资源管理制度进行改革是烟草商业企业要继续发展所必须面对的问题。 [关键词]:人力资源管理、创新 The explicating the current situation and reform of human resource in tobacco commercial business Major:Information&Technology Economy Management Student:LiFan.He Tutor:Li.Yuan [Abstract]: Under the condition of modern market oriented economy, human resources are the most precious strategic resources, the material basic that enterprises depend on for purpose of survival and development in competition. Competition between enterprises is competition of products, management, techniques, and qualified personnel, which is fundamental. To firmly set up a management theory of “Put human in the first place”, “Qualified personnel is the first resource”, is an important means to promote tobacco business comprehensively, which will strongly improve the development of enterprises continuously, steadily and healthily. In recent years, with the progressive enhancement of the net construction in tobacco selling, the troop of tobacco employees is growing gradually and becoming a group which is more and more neglected. They are distributed over various stations of tobacco business, doing weighty contribution to the development of trade. However because of the system of personnel placement—Two Tracks System in the tobacco business, there is certain disparity between the treatments of staff members being on the job of tobacco commercial enterprises. Wage problem of formal workers and temporary ones is an embarrassed problem in tobacco commercial enterprises all the time.
