河南省科技资源优化配置对策研究 　　[摘 要] 本文通过深入研究分析国家、区域科技创新资源配置管理的现状、政策，提出适应区域特征的科技创新资源配置优化机制和对策，以实现科技资源在综合化、专业化两个维度的高效配置，建立完善科技资源与成果转化及产业化服务机制，从而为区域科技创新驱动发展战略提供支撑。 　　[关键词] 科技资源配置;科技投入;科技经费;绩效评价 　　[中图分类号] G322.7 [文献标识码] A 文章编号：1671-0037（2015）07-27-3 　　StrategiesResearch on the Technological Resources Optimization Allocationin Henan Province 　　Liu Xiaoke 　　（Henan Provincial Institute of Scientific amp; Technical Information， Zhengzhou Henan 450003） 　　Abstract：In this paper， we analyzed the current situation and policies of national and regional scientific and technological innovation resource allocation management， proposed the scientific and technological innovation resource allocation optimization mechanism and countermeasures in agreement with regional characteristics， in order to achieve efficient allocation of scientific and technological resources from comprehensiveand professional dimensions， establish and improve the scientific and technological resources and achievements transfer and industrial service mechanism， so as to provide support for regional scientific and technological innovation driven development strategy. 　　Keywords：Science and technology resources allocation; science and technology investment; science and technology funds;performance evaluation 　　优化科技资源配置是实施创新驱动发展战略的重要保障。深化科技体制改革，优化科技资源配置，是促进科技与经济结合的关键课题。科技创新的新常态要求我们进一步优化科技资源配置，实施好创新驱动发展战略，使科技通过创新加快向现实生产力转化，为经济社会发展提供强大支撑。科技资源广义指科技人才、资金、机构与法人、设施、成果、信息及政策等各类要素，狭义特指经费投入。 　　1 科技经费投入改革背景 　　2014年以来，国务院相继印发了《关于改进加强中央财政科研项目和资金管理的若干意见》（国发〔2014〕11号）[1]和《关于深化中央财政科技计划（专项、基金等）管理改革方案的通知》（国发〔2014〕64号）[2]。《意见》指出，解决财政科技计划碎片化等问题的关键是要真正建立起有效的统筹协调和决策机制，特别是要加强在资源配置方面的统筹协调。《方案》提出，公开竞争方式的财政科技计划要在宏观、微观两个层面协同发挥好“市场和政府”作用，通过提升资源配置的综合化与专业化水平来实现更加高效的优化配置。十二届全国人大三次会议上，科技部部长万钢就科技改革与发展回答中外记者提问时表示，转变职能、完善管理是破除科技创新活动中激发主体积极性和创造性障碍的必然趋势，特别是要做好科技经费监管与财政支出绩效评价方面的工作。科技部计划司职能并入条财司成立科技资源配置与管理司，赋予“研究提出科技资源合理配置、优化整合的重大政策和措施建议”的职能。2015年伊始河南省出台《关于深化省级财政科技计划和资金管理改革的意见》（豫政〔2015〕2号）[3]，在贯彻落实国家政策的基础上，对河南省科技创新资源配置管理工作提出了明确要求。另外，在河南省科技厅党组《河南
