河南高新技术产业开发区创新能力提升路径研究 　　[摘 要] 通过分析实地调研和统计年鉴的数据，指出了国家级高新区数量较少、规模小、分布不平衡;高新技术企业比例小、外向程度低、研发投入不足;科技中介服务机构规模小、政府投入少、服务能力较弱等河南高新技术开发区发展中存在的问题。提出了强化企业创新主体地位，促进企业创新能力提升;建设高水平的科技成果转化平台，促进产学研融合发展;促产业技术联盟，推动协同创新发展;培育创新型服务机构发展，提高对企业的服务能力;创新机制体制，全面深化科技体制改革等提升高新区创新能力的对策建议。 　　[关键词] 河南;高新技术开发区;创新能力;问题;对策 　　[中图分类号] F124.3 [文献标识码] A 文章编号：1671-0037（2015）10-18-4 　　Study on Innovation Capability Improving Path of Henan High-Tech Development Zone 　　Fang Xiaobo 　　（School of Business Administration Xinyang Normal University， Xinyang Henan 464000） 　　Abstract：By analyzing the data of field research and statistical yearbook， it pointed out there were a small number of state-level high-tech zones with small-scale and unbalanced distribution;a small proportion of high-tech enterprises with low outward extent and inadequate investment in research and development;small-scale science and technology intermediary service agencies with weak service capacity and other problemsexisting in Henan high-tech development zones. It proposed to strengthen the innovation dominant position of enterprise， promote enterprise innovation capability，construct high-level scientific and technological achievements transformation platform to promote the fusion development of industry-university-research;promote industrial technology alliance and promote collaborative innovation and development;foster the development of innovative services， improve the ability ofbusiness services，innovative institutional mechanisms， comprehensively deepen science and technology system reform and other suggestions to enhance innovation capability of high-tech zone. 　　Keywords：Henan;High-Tech Development Zone;Innovation capability;Problems;Counter-measures 　　党的十八届五中全会提出了“创新、协调、绿色、开放、共享”五大发展理念，这是未来5年中国各地各领域发展的总思路。以高新技术产业集群为主体的高新技术开发区（以下简称高新区），是区域和国家创新体系的重要组成部分，是创新资源的重要集聚体。如何提高河南高新区的创新能力是加快河南经济转型升级必须研究的重要问题。本文以统计数据为和实地调研的信息为依据，分析河南高新区在技术创新能力方面的主要问题，试图探寻河南高新区创新能力的提升路径。 　　1 河南高新区发展的现状分析 　　“十二五”时期，河南高新区的发展取得了瞩目的成绩，2010年9月安阳、南阳
