关于高校科研绩效考核的思考
——从期刊级别与学术评价的关系展开分析

摘要:在中国大陆学界,特别是在大陆高校科研绩效考核中,学术评价存在一条或明或显的规则,即期刊级别=论文质量=学术水平=业绩(或学位或职称或某种报酬)。不少大陆高校在项目结项、学校学院考核、学位授予、职称评定等有关科研绩效考核的方方面面,都或多或少遵守这一规则。实际上,期刊级别与论文质量、学术水平并不是一一对应关系,用期刊级别评价论文质量、学术水平的信度是值得怀疑的,将其作为科研绩效考核的依据更是一个笑话。但将期刊级别作为论文质量、学术水平评价、科研绩效考核的依据有其体制根源,改变学术评价体制,才能从根本上消除期刊、学术评价方面的怪现状,也才能在科研绩效考核方面取得实效。

On Evaluation of Research Performances in Colleges and Universities
-- An Analysis on the Relationship between Periodical’s Rating and Academic Evaluation

Abstract: In the mainland academic circle, especially on the evaluation of research performances in colleges and universities, there is an explicit rule that periodical’s rating, article quality, academic level and achievements, such as degree, professional title or some awards, are correspondent to each other respectively. Those relating to the evaluations of research performances, like accomplishment of the project, the evaluation of schools and universities, degree conferral, professional title evaluation, all follow that rule. In fact, periodical’s rating has no strict correspondence to article quality and academic level. Therefore, it is skeptical and unscientific to value the article quality and academic level by periodical’s rating. In other words, it is unserious to judge the research performance by the periodical rating. However, the wide accept of present value system based on periodical’s rating has its root in the periodical publish system. In conclusion, the only way to eliminate the unscientific value system in periodical rating and academic assessment is to reform the academic valuation system, and so bring about the actual effect on the evaluation of research performance.
