中国乡镇政府公务员激励机制研究 谢辞 版权和参考资料的引用声明 中文摘要 当前,我国进入建设社会主义新农村、解决“三农”问题、构建和谐社会的关键时期。乡镇政府是我国政府体系中最基层的政府组织,是国家行政管理体系的根基,乡镇政府公务员直接服务广大基层群众,他们工作的表现直接关系到国家政策的落实和政府在基层群众中的形象,完善乡镇政府公务员激励机制已成为提高乡镇政府公务员队伍整体素质和提升乡镇政府执政能力的关键。当前我国乡镇政府公务员激励机制研究还处于宏观研究的层面,因此结合我国乡镇政府公务员的实际情况,加强对乡镇政府公务员激励机制的研究,对发挥乡镇政府公务员的积极性和主动性,提升乡镇政府的行政能力和做好社会主义新农村建设工作具有重要的理论和现实意义。 本文采用问卷调查方法,通过对山东省枣庄市永安乡政府公务员的激励满意度进行调查,对影响乡镇政府公务员激励效果的重要因素进行排序,并就这些因素的实际激励情况进行分析,提出我国乡镇政府公务员激励机制存在的问题。对问题的原因进行全面分析,揭示我国乡镇政府公务员激励机制存在的不足。针对这些不足,就完善我国乡镇政府公务员激励机制的对策进行探讨。 关键词:乡镇政府 公务员 激励机制 RESEARCH ON THE MOTIVATION MECHANISM FOR CIVIL SERVANTS AT THE TOWN AND TOWNSHIP GOVERNMENTS IN CHINAABSTRACT At present, China has entered the crucial period of building a new socialist countryside, building a harmonious society, and solving the three rural issue. Town and township governments are at the grass-roots level of government system in china. Moreover, they are the foundation of countrys administration system. Civil servants at the town and township governments offer direct service to people at the town and township. Therefore, their performance on work influences the implementation of policy and shapes the image of government. It is vital to perfect the capability of civil servants and the executive competence of government by means of improving the motivation mechanism for civil servants at the town and township governments. The research, though, is still on its macroscopic phase with regards to the issue of motivation mechanism in civil servants adapted at the town and township governments,relevant studies are of greatly theoretical and practical significance on the construction of a new socialist countryside, civil servants’ enthusiasm and initiative, and governments ability and performance as well.
