对相对欠发达县市农村信用社产权改革的探讨 ——对山东省昌乐县南郝镇的调查 【摘要】当前农村信用社是唯一真正服务于农村的正规金融机构，农村信用社改革的成败关系到整个农村金融市场的健康发展，而产权改革又是改革的关键所在。当前农村信用社产权关系不明晰，使得农村信用社偏离了为“三农”服务的宗旨，产生了严重的“金融抑制”，制约了农村信用社的健康发展，不能满足当前农民的贷款需求。在当前，真正意义上的股份制和合作制改革并不适应落后地区农村信用社的实际情况，而应该实行以政府代表农村入股并成为第一股东的股份合作制改造，把农村信用社真正改造成为真正服务“三农”不以赢利为目的的正规金融机构。 【关键词】农村信用社；产权改革 Discussion to Countryside Credit Association Property Right Reform In the Comparatively Underdeveloped County ——Investigate for Nan Hao Town Chang Le County Shan Dong Province Abstract:The current countryside credit association is the only regular financial organ which truly serves the countryside,and the success or failure of the countryside credit association reforms relates to the entire rural finance market healthy development, however the property right reform also is the reform key . The current countryside credit association property right relations is undefined, caused the countryside credit association to deviate the objective which serves for “three agriculture”, has had the serious financial suppression , has restricted the countryside credit associations healthy development, could not meet the current farmers loan need. In under the current I thought in the true significance the joint stock system and the cooperation system reform and the unsuitable backwardness area countryside credit associations actual situation, and should implement by the government buys stock on behalf of the countryside and becomes the first shareholders stock cooperation system transformation, transforms truly countryside credit association into regular financial organ,which truely serve” three agriculture” and do not take the profit as the goal. Key word: countryside credit association; property right reform 前言 新中国成立以来，我国农信社因受宏观经济体制和经济发展形势的影响，走过了一条自我否定的道路:从创社之初的合作金融组织演变为改革前的国家银行基层组织，从民办走上了官办，农村信用合作社基本丧失了合作组织的性质与功能，发生了强制性制度变迁。改革开放以来，尽管我国合作金融体制进行了一系列改革，农信社也进行了恢复“三性”及脱离农行行政管理等改革，但是我国农信社既没有建立规范的产权制度，也没有坚持主要为社员服务的宗旨，更没有真正走上合作金融的发展轨道。我国农信社如何建立明晰的产权制度？本文通过合作金融理论及其发展趋势的研究
