基于财政视角的农村中低收入居民增收途径研究摘要：三农问题是影响我国经济持续发展和社会全面进步的重要问题，而农民收入问题则是三农问题的集中体现。农民增收是农业和农村经济发展的根本出发点和落脚点，有利于社会的稳定、和谐，有利于促进社会的平稳快速发展。因此对农民收入的探讨，如何增加农民收入显得尤为重要。本文从农村中中低收入居民的界定、我国农民低收入问题的现状、农民增收问题的意义入手，利用财政资源配置职能、收入分配职能、经济稳定职能的视角，通过我国的财政体系现状及存在的问题，探讨农村中低收入居民增收的因素，并从加大财政投入、完善财政支农政策、完善财政投入结构、完善财政支农资金管理使用体系、采取多种收入补贴和税收优惠政策、深化农村税费改革以统一城乡税制等几个方面探讨中国农村中低收入居民增收问题的对策建议。关键词：农村中低收入居民; 财政视角;增收途径Bases on the perspectives of government finance to research how to increase the income of low income farmersAbstract:The issues concerning Agriculture, Countryside and Farmers ( Issues concerning ACF) are one of the crucial problems that our country is facing which are influencing the sustainable development of the economy and the overall development of the society. The issue of farmers’ income is one of the primary focuses of the Issues concerning ACF. Increasing the income of farmers is the foundation for the development of agricultural and countryside economy, which is beneficial for society harmony and stable development. So for the discussion of the issues of the farmers’ income, how to increase the income is of primary concern. In this thesis, we start from the definition of ’Middle and low income residents’, the discussion of current status of the problem of ’Middle and low income residents’ and the importance of income increasing of farmers, and then study the factors that influence the increase of the middle and low income residents’ income in the countryside, by the perspectives of the allocation function of financial resources, the income distribution, and the economy stabilization, etc. Then we discuss the suggestions for the income increase for middle and low income rural residents, from the perspectives of the increase of financial investment, the improvement of the financial support for agricultural policy, the improvement of the financial investment structure, the improvement of the management system of financial support for agriculture, the variability of income and tax incentive
