摘 要 城乡一体化是指城乡之间通过资源和生产要素的自由流动，相互协作，优势互补，以城带乡，以乡促城，实现城乡经济、社会、文化持续协调发展的过程。鞍山总体上已进入以工促农、以城带乡的发展阶段，进入加快改造传统农业、加速实施农业现代化的关键时刻，进入着力破除城乡二元结构、形成城乡经济社会发展一体化新格局的重要时期。加快形成城乡经济社会发展一体化新格局，不仅事关鞍山农村改革和发展，而且事关鞍山经济社会发展全局，有着重大的现实意义和深远的历史意义。本文主要采用了文献收集法、实地调研法、访谈法和问卷调查法，调查分析了鞍山市推进城乡发展一体化的基本情况，并指出了发展过程中存在的问题，主要包括规划问题、土地问题、政策与制度问题、资金投入问题。针对这些问题，文章多角度研究、参考国内城乡一体化的模式和成功经验，为鞍山市城乡发展提供有益的经验与借鉴，并立足鞍山市实际情况，提出了七条发展思路与对策建议，分别是：树立科学和谐理念，实施城乡一体化发展思路；加强农村基础设施建设，城乡规划建设一体化；大力发展县域经济，产业结构一体化；加大投入，公共财政体制一体化；实施户籍制度改革，城乡改革一体化；加快劳动力转移，就业制度一体化；推进农村社会保障体系建设，社会事业发展一体化。 关键词：城乡、一体化、农村、发展 Abstract Urban and rural integration refers to the free flow of production factors and resources, through the mutual cooperation between urban and rural areas, the advantage is complementary, village to the city, to promote the city township, Realization of the urban and rural economic, social, cultural sustainable development process, Development stage in which industry promotes agriculture, urban township has entered the overall Anshan, entering a critical moment to speed up the transformation of traditional agriculture, accelerate agricultural modernization, Efforts to break into the formation of two structure in urban and rural areas, the integration of urban and rural economic and social development of an important period for the new pattern.
