摘要 近年来，随着市场经济的发展，预算管理越来越受到企业的重视。预算管理在西方企业中的应用极为普遍，被视为企业实现管理控制与“评价分部经理计划分部经营，而后按计划运行的能力”的有效方法。对于我国而言，实行预算管理不啻是管理方法的变换，更是思想、原则及基本理念的根本转变。2000年9月，原国家经贸委发布的《国有大中型企业建立现代企业制度和加强管理的基本规范（试行）》明确提出企业应建立全面预算管理制度；2001年4月28日，财政部发布的《企业国有资本与财务管理预算暂行办法》要求企业应当实行包括财务预算在内的全面预算管理，这标志着全面预算管理这一科学的管理理念已在我国得到广泛认同，并进入到规范和实施阶段。 本文对全面预算管理体系的建立进行了详细的研究。首先，本文介绍了关于预算管理的基本理论，然后，以哈尔滨中体显示技术公司为例，通过分析其现状、解决其现存问题, 为其建立全面预算管理体系，详细地阐述了全面预算管理体系的建立，并对其实施给出了若干建议。 目前公司没有专门的组织机构及明确的职责，没有专门的计划部门，也没有进行事前管理，管理的随意性较强。收入、支出没有计划，成本、费用缺乏控制标准。主要问题是：由于没有采取事前管理办法，致使企业各项业务随意性较强，缺乏事前的预见性，成本、费用开支没有限制，大部分实报实销。本文为其建立的预算体系包括：（1）公司全面预算管理的组织机构；（2）公司全面预算管理的指标体系；（3）公司全面预算管理的编制程序；（4）公司全面预算管理的监控和调整；（5）公司全面预算管理的考核和评价。 关键词　全面预算管理 固定预算 弹性预算 零基预算 滚动预算 Abstract Budget management has been paid more and more attention to by businesses these years, adapting to the development of the market economic. This article makes thorough research on the building of the budget management. First of all, it introduces basic theory of the budget management, then, taking the example of Harbin Electronic Computing Technology Institute, elaborates the building of the Total Budget Management in detail, by analyzing and settling its present conditions. And puts forward several suggest about how to put it into practice. Harbin Electronic Computing Technology Institute is the research center on display technology. And also one of the key foreign aid that provides complete set of electronic equipment for sponsor use. It is also an authenticated manufacture by Foreign Trade Department. HECI is an applied research center that focus on computer application techniques and technical exploration. This article elaborates the theory according to practice, and gives first place to practice. It points out that as members of the Marketing Economic, businesses should build up their own Total Budget Management, and carry it out.
