A strong typhoon over an uninhabited is land, or a strong earthquake in a non-man’s land are just natural phenomena and not disaster. We must bear in mind that only when natural hazards strike vulnerable societies or communities that they turn into disasters. * If we can properly assess the disaster risk of a community and take necessary countermeasures to decrease the vulnerability of the community, we would be able to reduce disasters or their impact. * Next week there can’t be any crisis. My schedule is already full.
