企业集团财务集中管理模式研究 Study on Centralized Financial Management Mode of Enterprise Groups 学科专业：会计学 姓 名 ：马小龙 摘 要 当前，在我国企业集团经营发展过程中，还是存在集团化目标不明确、内部 治理结构混乱、风险管控不完善等诸多问题。许多企业看到西方发达国家的先进 经验后，主动实施财务集中管理，通过加强对资金的归集、融通、风险控制，提 高资金使用效率，降低资金成本;使用统一的核算规范和财务信息集中化管理， 达到财务信息准确、真实而富有时效;通过有效的预算管理，能合理配置资源， 降低财务风险，从而顺利实现企业集团的财务管理目标，提升整体效益，为实现 集团发展战略打好基础。 本文先从理论上分析集团公司公司治理和内部控制、产权制度等因素，具体 分析企业集团财务集中管理的概念，对委托代理理论、财务分层管理理论、内部 控制理论进行了总结。第三章分别介绍了几种主要的财务管理模式优缺点，并针 对财务管理模式的必要性和可行性进行了分析，进一步总结了财务集中管理模式 具有提高财务信息质量、降低企业成本、改善财务管理效率、有效管控经营风险 等优势。在此基础上，本文从几家国外知名企业集团的财务集中管理经验中分析 该模式的适用性和意义。第四章开始，分别从统一的财务制度、人员集中管理、 核算全集中、资金管理的集中、预算管理控制、财务信息集中管理等方面介绍了 P集团公司财务管理内容，最后从现阶段该集团的财务管理实践中，总结财务集 中管理过程中需要改进的问题，并提出改进的建议和方案，为一般的企业集团的 财务管理提供一些启示。 关键词: 企业集团 财务集中 财务管理模式 ABSTRACT At present, in the development process of Chinas enterprise groups operating, Goals are not clear, internal governance structure of the group exists confusion, risk control is not perfect, and many other problems. many businesses see the advanced experience of Western countries,and then implement centralized financialmanagement, by strengthening the imputation of capital to finance, risk control,improve fund use efficiency and reduce the cost of capital; using uniform accountingstandards and centralized financial information management, to financial informationis accurate, true and full time; through effective budget management, to the rationalallocation of resources, reduce financial risk, and thus successfully achieve businessobjectives of the Groups financial management, improve the overall efficiency of theGroup development strategy for the realization of a sound foundation.
