Cognizant to this fact, government of Ethiopia has currently embarked on comprehensive National Capacity Building Program (NCBP). As a key pillar of Ethiopia’s National Capacity Building Program, PSCAP is designed to serve as a multi-sect oral, multi-donor capacity building platform to promote key aspects of public sector performance. Prime focus is placed on public sector capacity building primarily because the ability of the government to perform effectively is central to the challenging demands of the private sector, civil society and non-governmental organizations, as well as the fittest survive needs of globalization. Moreover, simultaneous intervention on all key areas of public sector helps to bring about systematic change and attain optimum synergy.
