【摘要】本文以社区管理主体的权利关系为研究对象，以某小区停车位改建工作为例，分析我国城市社区推进公共事务中存在的问题。通过对我国城市社区权利关系的分析，以某小区停车位改建的例子为切入，城市社区中类似于停车位改建的公共事务难以开展，过程中有重重困难，究其原因，是社区管理主体即居民委员会、业主委员会和物业管理公司三者之间权利关系错综复杂，推诿扯皮；而社区居民（业主）缺乏”主人翁”意识，参与社区公共事务的知识与能力都很匮乏。这两重原因导致了社区即便有资金也难以有效率的展开工作，发挥自身的管理职能，真正地推动社区的建设与发展。因此要在理顺居委会、业委会和物业公司三者的关系，充分发挥各自的作用，明确分工，完善社区管理主体的管理服务功能；并且鼓励居民参与到社区公共事务当中去，提高居民的自治意识和能力。保障居民的有序互动和管理主体的高效协同是实现社区善治的根本，希望本文的研究能为城市社区的良性治理提供一定的参考。 【关键词】城市社区 权利关系 停车位改建 Abstract: In this paper, the relationship between the rights of community management as the object of study, the work of a residential parking spaces as an example, the analysis of Chinas urban communities to promote public affairs in the existing problems.
