In 1958 only 34 AD decrees were in force amongst all member countries, 21 of which were in South Africa. However, the successive reductions in tariff barriers during the eight rounds of trade negotiations under GATT, made AD measures an attractive means of protection, taking the number of AD measures to more than 2500 by the time the WTO was 10 years old. Theron (1998) and Neufeld (2001) tracked the developments in the use of AD provisions under the WTO since 1995 and emphasised two trends in this period: (i)the increased use of AD measures as tariff barriers were lowered, and (ii) the more frequent use of AD measures by developing countries. This research note continues where they left off. New initiations of AD investigations reached a peak of 364 in 2001, thereafter declining steadily to 212 in 2004 and 96 for the half year from January to June 2005 (Fig. 1). However, despite the overall decline, some individual members increasingly availed themselves of the opportunities offered by AD provisions. South Africa, for example, had the highest number of new initiations during the January to June reporting period (17 compared to 5 in the corresponding period in 2004). South Africa was closely followed by the EU (15), India (13) and China with 11 new initiations (WTO, 2005).
