应急管理系统设计与实现.docx

摘要2006年1月8日，国务院发布的《国家突发公共事件总体应急预案》以法律法规的形式定义了应急管理体系的结构，是其他各省市地方政府、各行业主管部门制定和发布自己的应急管理子系统的基准。应急管理信息系统是整个应急体系建设中的重要基础，它在平时应急管理和事件突发后的应急响应过程中都将发挥必不可少的保障作用。应急管理信息系统服务于应急管理的全过程，包括：预防、准备、响应和恢复四个主要阶段。本论文结合国内外应急管理系统的发展现状，分析了应急管理系统的研究背景和意义；并结合实际，利用面向对象的方法对应急管理的业务需求进行了详细的分析，包括常用操作，基础数据管理、应急处置等内容，并将系统功能划分为基础数据管理、知识库管理、突发事件处置管理、通知及新闻管理和系统管理五个功能块，并根据实际需要，分析了系统管理需求和性能需求。应急管理系统的设计部分，首先设计了系统的网络结构以及软件结构；然后设计了系统的功能模块和数据库结构。给出了系统软硬件配置要求，然后设计了系统的关键模块界面。最后，总结了主要工作，展望了系统需要完善和改进的地方。关键词：应急管理系统；UML建模；数据建模AbstractJanuary 8, 2006 , the State Council issued the " National general public emergency contingency plan " in the form of laws and regulations to define the structure of the emergency management system , and other provincial and local governments, industry authorities to develop and publish their own emergency management benchmark subsystem.
