General Fund Reserve Policies in Other Cities Best Practices: Government Finance Officers’ Association (GFOA) How large is the average General Fund reserve in other cities? The Government Finance Review published a study in 1994 called “GFOA’s Financial Indicators Database: Benchmarking and Other Uses.” This article looked at 209 U.S. cities with population ranging between 10,000 and 25,000 persons and found that the median GF reserve was approximately 15% of expenditures.
