How did the team demonstrate the “value added” of a partnership effort? (i.e. How did this project or process accomplish what a single agency could not accomplish alone?) No single agency could have accomplished this project; this was a multiagency effort at all levels. The Marsh Islands ecosystem is an integral part of Jamaica Bay, which was targeted for restoration by the U.S. Army Corps of Engineers, the Port Authority of New York and New Jersey, National Park Service (Gateway) (NPS), New York City Department of Environmental Protection (NYCDEP), New York State Department of Environmental Conservation (NYSDEC), the National Resources Conservation Service (NRCS), and the State of New York and the New York/New Jersey Harbor Estuary Program (HEP). This project, led by the Corps, will be monitored by all agencies to ensure that it and future restoration efforts in Jamaica Bay will provide long-term environmental benefits to the estuary. 4. Describe the project or process you are nominating and how it is creative or innovative. The Elders Point East site, located in Jamaica Bay, New York, was chosen for the mitigation of intertidal and shallow water habitat impacts created by the New York and New Jersey Harbor Deepening Project. The recommended plan provides a mitigation plan that encompasses 29 acres of mitigation at Elders Point East, and 22 acres of restoration at Elders Point West.
