摘 要 国家“十一五”规划要求“加大财政转移支付力度和财政性投资力度,支持革命老区、民族地区和边疆地区加快发展”,“健全扶持机制,按照公共服务均等化原则,加大国家对欠发达地区的支持力度”。实际上,近些年国家对民族地区农村义务教育各种直接或者间接的投入一直在不断增长,特别是中央政府通过重大项目工程对西部贫困地区的农村基础教育的投入一直在持续增长,如“义务教育贫困地区的国家项目”,“小学和中学校舍改造工程”,农村中小学现代远程教育工程”,自2002年以来,中央财政建立了以县为基础的农村义务教育,农村地区的义务教育逐步纳入公共财政框架。研究的意义,研究思路和研究方法做了简要的介绍。 Abstract National Eleventh Five-Year Plan requires Strengthen the financial transfer payments and financial investment to support the old revolutionary base areas, minority areas and border regions to speed up development, sound support mechanisms, in accordance with the principle of equalization of public services, increase the state support underdeveloped regions.
