摘 要 参与于施工的承包单位多，影响进度控制的因素多且易变，从而导致施工进度控制较为复杂且不易有效把握；同时对现场施工有直接影响的设计、物资 供应往往独立于监理范畴之外，且与业主的施工管理部门属不同的上级领导，造成协调解决问题的难度加大、接口关系复杂。因此，监理工程师如何在大型项目中提纲挈领，运筹帷幄，科学组织，有效协调，做好施工进度控制工作，实现工程项目建设的工期目标，很值得我们工作者去思考、探索和不断提高。本文针对项目施工进度控制的特点和难点，阐述了监理工程师在施工计划制定和作业施工计划审查所应着重关注的事项，在计划执行和现场进度控制方面所应采取的各项具体控制措施和注意的问题。 关键词：监理工程师 进度控制 措施 Abstract Participation in construction contracting units, affecting the progress control and variable factors, leading to the construction progress control is more complex and is not easy to grasp effectively; at the same time to the construction site has a direct effect on the design, material supply often independent of supervision outside of the category, and the owners of the construction management departments of different ranking leader, causing the coordinate to solve the problem of the difficulty to increase, the interface between complex. Key word： Supervision Engineer Schedule control Measures 1绪论 1.1选题的背景 工程监理制度，在国际上具有久远的发展历史。西方工业发达国家，无论在组织机构和方法、手段方面，还是法律制度上，都已形成了一个较为完善的建立体系和运行机制。工程监理制的产生，可以追溯到产业革命发生以前的十六世纪。它的产生和演进与经济的发展、建设领域的专业化分工社会化生产相伴相随。监理行业作为一种先进的管理模式引入我国，已发展了20多年的时间，在工程的建设管理中发挥了显著作用，监理行业的引入引起了全社会的广泛关注，出了给建设工程管理带来效益外，还促进了建筑行业与社会接轨的步伐，但是，目前我国建设监理现状距离其应有的作用及应有的覆盖范围还有相当大的差距，与发达国家工程管理及其工程监理水平相差甚远。　目前，虽然建设监理制度已经在全国范围内推行，
