The Research on Chinese Mass Organizations’ Empowerment 　　Abstract. The Chinese Mass organizations grew rapidly in recent years. But the inaccuracy localization between the government and the society leads to the fact that the weak power characteristic has appeared in the corporation of China. Thus it makes Chinese mass organizations cannot become a real social part， and they cannot contribute to the Chinese market economy. This research sets out from the question of Chinese mass organizations’ empowerment to change their situation of weak power. Then by putting forward policy advices for the government to make the Chinese mass organizations become the real social member. Weak power state of Chinese mass organization 　　Weak power means a kind of state short of abilities and resources， that is， the power body owns part of power， but it is not enough normally to acquire and improve living and environment resource. It is a concept of social work linguistic system， and here it indicates that the corporations lack the ability of accelerating its own independent development in the process of China corporation development. 　　（1） The administrative admittance of corporation has been restricted.
