The FIA Remote Sensing Band’s Summary of Issues and Comments on an FIA Partnership with the NLCD Consortium What are the benefits of NLCD 2000 to FIA’s use of remote sensing? Based on the recent results of EDC-FIA pilot studies, a partnership with NLCD 2000 appears to be practical and efficient means to produce the remote sensing products envisioned by FIA. The NLCD 2000 Map should meet our P1 business requirements. This assertion is based on stratifications of entire states and large state units conducted at the PNW and NE research stations. MRLC 92 EDC maps reduced the variance of the southern unit of WV (5,000,000 ac) to less than 3% SE for timberland. It was the best source of P1 data for CT based on a decision tree analysis, and it performed as well as the CAL Veg maps in P1 inventory of N Cal. MRLC 92 does not come close in a comparison with NLCD 2000, which uses a much better satellite, three images – selected for their ability to map vegetation within an ecozone – instead of one image at mid summer, an ecozone mapping concept, and radiance correction for all scenes. P1 should be more efficient if the FIA plots are used to create the classification rules. The NLCD 2000 Map should help FIA achieve its vision for operational remote sensing. An accurate forest cover map (forest/non-forest) is necessary for some of FIA’s forest monitoring efforts, including fragmentation and forest change. Production of national maps for 15-20 forest types across the entire nation using Landsat data for 30-m pixels. FIA has a performance target of going operational with remote sensing by September 30, 20031. A partnership with NLCD would greatly help achieve this FIA target on a national basis. The expected completion date for NLCD 2000 is 2004, which is probably sooner than FIA could produce a competing product by itself. Achieving the FIA vision for remote sensing could enlarge its customer base and increase demand for its products, thus greatly increasing the value of F
