科学发展观的理性思考 肖述剑 （武汉大学政治与公共管理学院 湖北 武汉 430072） 【摘 要】树立科学的发展观，是党的十六届三中全会的一项重要内容，也是以胡锦涛同志为总书记的新一代中央领导集体对发展理论的一项重大突破。《中共中央关于完善社会主义市场经济体制若干问题的决定》明确指出：“坚持以人为本，树立全面、协调、可持续的发展观，促进经济社会和人的全面发展。”并提出了“五个统筹”的目标和任务，即统筹城乡发展、统筹区域发展、统筹经济社会发展、统筹人与自然和谐发展、统筹国内发展和对外开放。牢固树立和全面贯彻这一新的科学发展观，对于完善社会主义市场经济体制，实现全面建设小康社会的宏伟口标，都将产生重大而深远的影响。本文主要从科学发展观的哲学内涵，与“三个代表”的重要关系，以及所处的地位和作用加以分析和思考。 【关键词】科学发展观 哲学内涵 地位及作用 Abstract：building idea of the scientifically development is one of the important contents in the third branch of the 16th meeting held by Chinese Communist Party and also the breakthrough of the development idea which is put emphasized by new Chinese government leaders centred by the Hujing tao .It is pointed in the decision about some problems of complete socialist market economics system drawn up by the central Chinese Communist Party : we must insist on human-centered and building up development idea of completed , compromise and intensive . we must promote the comprehensive development of economics , society and human. It also put forward the objections and tasks of “five compromise ” . That is the compromise of the country and city, the compromise of the different district, the compromise of the development of economics and society, the compromise of the development of human and nature, the compromise of the development of domestic and opening to outside. Strongly establishing and carrying out the new scientific development idea has profound effect on complete socialist market economics system and constructing richer society.The essay mainly analysis and consider the inside meaning of the scientific development , the importance relations of : three representatives and its roles. Key Words：scientific development idea / philosophy inside meaning / role and effect 科学发展观的哲学内涵 1、求真务实——科学发展观的唯物主义品质 综观科学发展观，求真务实是其一大本色。科学发展观之所以为“科学”，从根本上说就在于求真，它讲了真话，揭示了真理；科学发展观之所以名曰“发展观”，就在于以谋发展、促发展为主旨，谋发展、促发展，就是最大的务实。科学发展观的求真务实精神凝结了辩证唯物主义的根本观点。辩证唯物主义认为，物质第一性，意识第二性，物质决定意识；贯彻在发展观中，就是求真务实。求真务实的精神
