Title: 机会与约束：中国福利制度转型中非营利部门发展的条件分析 organization: 中国人民大学公共管理学院社会保障研究所 author: 田凯 摘要：本文分析了中国福利制度转型中，非营利部门发展的动力机制和约束条件，探讨了政府与非营利部门建立伙伴关系的可能性。文章认为，由于原有的国家中心主义福利模式面临着制度上的危机，政府有动力去增加非营利部门在福利提供中的作用。但由于政府的资源获得需求和社会控制需求之间的持久张力，中国非营利部门发展存在着制度供给不足、国家化和过度科层化、组织绩效低下等问题。文章指出，在中国确立政府与非营利部门的伙伴关系为时尚早，基于中国社会的现实，对于中国福利模式的比较准确的定位是“国家支配型的福利多元主义”。 关键词： 非营利部门 福利制度 Title：Opportunity and Constraint: Analysis to the Conditions for Development of Nonprofit Sector in the Welfare System Transition Organization: Social Security Institute, School of Public Administration, Renmin University Author: Tian kai Abstract: This paper analyses the incentive mechanism and restrictive conditions of the development of nonprofit sector in China during the transition period of welfare system, as well as the possibility to construct the partnership between government and nonprofit sector. The author insists that although government has incentive to expand the function of nonprofit sector for the institutional crisis in state-centered welfare model, there are some key problems existing in the development of nonprofit sector, such as the insufficiency of institution provision, poor performance, because of the lasting conflict of the demand of acquiring resources and social control. It is too early to construct the partnership between government and nonprofit sector. Based on the reality in China, the proper welfare model is state-dominated welfare pluralism. Key Words: Nonprofit Sector Welfare System 70年代中期，在北美和欧洲，非营利部门（非营利领域、第三部门）在社会福利和公共政策中的角色，尤其是作为公共服务的替代性提供者，已经迅速引起了公众和学术界的广泛关注。甚至在东欧，对作为公共服务和市民参与工具的非营利部门也有着极大的兴趣（Gidron, Kramer and Salamon,1992）。90年代以来，随着中国福利制度的转型，非营利部门的地位和作用同样受到了学者们的关注（杨团，2000；熊跃根，2001）。 本文侧重分析了中国福利模式从国家中心主义向多元主义转变过程中，非营利部门发展的动力机制和约束条件，探讨了政府与非营利部门建立伙伴关系的可能性。 一、 非营利部门与福利转型：简要的文献回顾 西方国家对于非营利部门的集中关注是在福利国家面临危机的背景之下发生的。二战以后，西方国家（尤其是欧洲）以政府力量开始大规模建立国民的社会福利计划。在西方世界，“福利国家”不仅是我们通常理解的社会福利意义上的概念，更多的具有政治、经济和社会的内涵，代表着二战以后以政府力量大力推进国民社会福利为契机而带来的政治制度、生产方式、社会组织方式的一系列深刻变化。在经济领域，由于
