华东师范大学网络教育学院 业余专升本学位论文 社区服务与居家养老 姓名：李蕙 学号：11111812082001 班级：2011春 专业：社会工作 指导老师：柴定红 完成时间：201209 社区服务与居家养老 摘　要 自20世纪70年代以来，人口老龄化逐渐成为全球范围的普遍趋势，随着我国人口老龄化的加剧，老年人养老问题已成为我国社会生活中存在的一个不容忽视的问题。然而由于家庭结构的变化，传统的家庭养老和社会养老已经不能适应我国目前的形势。社区的发展使其逐渐成为各种服务的依托和载体，于是社区服务在养老中的地位变得越来越重要。 上海作为全国老龄化程度最高的地区，为应对人口老龄化、高龄化所引起的养老问题，自2000年起试行居家养老服务。本文试通过对上海居家养老服务现状、国外部分国家实践活动的分析研究，对居家养老服务现状和对策提出作者个人的建议。 本文第一章介绍居家养老服务的相关概念、理论；第二章分析目前上海人口老龄化现状、老年人养老服务需求和居家养老、服务现状及老年人需求分析；第三章借鉴国外部分先进国家居家养老服务的模式；第四章根据上海居家养老服务现状及国外先进经验的借鉴，提出对上海居家养老服务对策的建议：把社区作为养老模式构建的平台，充分发挥社区在养老服务中的地位和作用，同时在社区服务的主导下发挥老年人之间的物质、精神等方面的互助作用。 关键词：人口老龄化，社区服务，居家养老，养老模式  The Community Service The Aged Support At Home ABSTRACT Since 1970’s, aging population has been gradually becoming a widespread trend in the world. Along with the pricking up of population aging in our country, the problem of provide for the aged has become an un-neglected issue in our social life in China. However, owing to the change of family structure, traditional family support have not been fit for the actual position of China. Under this situation, the station of community service in provide for the aged become more and more important. Shanghai has been the region of the highest extent of the population-aging trend in China. In order to code with the problem aroused by the population aging trend, “providing for the aged”, we have tried out the services of providing for the aged at home in Shanghai since 2000. This article tries to make the personal proposal for the actuality and countermeasures against the services of providing for the aged at home in Shanghai based on the actual situation in Shanghai and the practice activities overseas. Chapter I of this article explains the related concepts involved in the services of providing for the aged at home.
