河湖关系与河湖水系连通研究 　　摘要：河湖水系连通作为国家新时期治水方略被提出，关于其内涵、理论的探讨成为科学界研究的热点。通过对河湖关系及河湖水系连通概念内涵的综述，以及对河湖连通关系演变关键影响因素的讨论，认为：河湖水系连通属于河湖关系的范畴，是河湖关系研究的重要内容；河湖水系连通的演化主要受地质地貌条件、气候变化、流域来水来沙条件、湖泊演化和人类活动的共同制约。此外，还提出正确认识河湖关系是设计河湖水系连通工程的前提和基础，河湖关系的相关理论是建造河湖水系连通工程的理论依据，直接指导河湖水系连通工程的建设。 　　关键词：河湖关系；河湖水系连通；概念内涵 　　中图分类号：TV 213 文献标志码：A 文章编号：1672-1683（2015）06-1212-06 　　Abstract：Interconnected river system network as a national water conservancy strategy was put forward in the new period，and its connotation and theory have become a hot topic in scientific research.The purpose of this paper is to review the connotations of river-lake relationship and interconnected river system network and to investigate the key impact factors for the evolution of interconnected river system network.The interconnected river system network belongs to the river-lake relationship，and it is an important content of the research on the relationship between rivers and lakes.The evolution of interconnected river system network is mainly affected by the geological and geomorphological conditions，climate change，water and sediment inputs from other watershed，lake evolution，and human activities.In addition，the correct understanding of river-lake relationship is the premise and foundation of the interconnected river system network project.The related theories of river-lake relationship are the theoretical basis to build the interconnected river system network project and to guide the construction of interconnected river system network project directly. 　　Key words：river-lake relationship；interconnected river system network；concept and connotation 　　我国水资源总量丰富，但时空分布极不均匀，人均水资源量不足世界平均水平的1/4，是一个典型的贫水国家。我国政府高度重视水资源紧缺、水环境恶化、洪涝灾害等水资源问题，已经把节约用水作为一项长期坚持的战略性决策。水利事业的发展为我国水资源问题的解决提供了可靠的保障。2010 年，水利部长陈雷在全国水利规划工作会议上强调，河湖水系连通是提高水资源配置能力的重要途径[1]。2012年，水利部明确提出水资源开发利用控制、用水效率控制、水功能区限制纳污是“三条水资源管理红线”。自此，河湖水系连通和最严格水资源管理作为我国新时期两大治水思想被提升为国家战略[2]。2014年陈雷部长再次强调，大力推进民生水利的发展，不断推进江河湖库水系连通，优化水资源配置格局的宏观治水思路[3]。河湖水系连通战略成为保障国家新时期水安全治理方略。 　　1 河湖关系 　　湖泊对
