湖北省生态系统服务价值及补偿标准概算 　　摘要：为了实现精准补偿，确立生态补偿标准，需要了解生态提供地区生态产品的服务价值。依据生态服务价值理论，从湖北省不同生态服务产品现状出发，测算生态系统服务价值，以期为生态补偿提供指导。结果表明，生态系统服务价值的评估结果可作为生态补偿的上限值，在测算实际补偿标准时，还需考虑生态产品服务地区的支付意愿和分摊机制。湖北省要积极探索完善市场机制与政策手段和社会治理手段相结合的路径，构建“分类、分区、分级”的生态补偿运行机制，解决好生态补偿实践中的补偿标准概算，提升生态补偿的精准度。 　　关键词：湖北省；生态系统服务价值；补偿标准 　　中图分类号：F327 文献标识码：A 文章编号：0439-8114（2016）10-2710-05 　　DOI：10.14088/j.cnki.issn0439-8114.2016.10.063 　　Abstract： For realizing accurate compensation and determining ecological compensation standards， the service value of products in ecological regions needs to be understood. Based on ecological service value theory and focusing on status of different ecological service products in Hubei province， the ecological service value was measured， for providing guidance for ecological compensation. It concluded that the assessment results of ecosystem service value could be used as the upper limited reference for ecological compensation. In calculating the actual compensation standard， the willingness-to-pay and sharing mechanism in ecological product service regions should be also considered. In Hubei province， the path of combining market mechanism with policies and social governance should be actively explored. Specifically， the ecological compensation mechanism featuring “different categories， regions and grades” should be established to calculate the compensation standard in practice and improve the accuracy of ecological compensation. 　　Key words： Hubei province； ecosystem service value； compensation standard 　　1 湖北省生态系统服务价值评估 　　1.1 湿地生态系统服务价值 　　为推进最严格水资源管理和节约用水，国家在汉江流域开展了加快实施最严格水资源管理制度试点。其中，汉江流域是全国惟一的试点流域，在襄阳、宜昌、荆门、武汉、鄂州开展了节水型社会建设试点，是全国试点较多的省份[1]。 　　2013年，湖北省湿地面积共144.5万hm2，其中湿地自然保护区16个，5个是国家级自然保护区；湿地公园62个，其中39个是国家级湿地公园。湖北水生野生动物资源丰富，有鱼类176种、底栖动物86种、浮游生物213种。湿地生态系统服务功能的价值主要由直接使用价值和间接使用价值两部分构成。 　　湖北省湿地的直接使用价值主要表现为湿地的用途价值，主要包括：①湿地为人类生产、生活提供各种生态产品，如木材、药材、肉类产品、泥炭、砂石、芦苇；②湿地水资源可用于当地居民的生产和生活用水，在丰水期湖泊还是水运的通道和介质；③湿地独特的自然景观成为重要的观光休闲地，为人类提供舒适性服务。具体物质生产的价值量计算结果见表1。 　　湖北省湿地的间接使用价值表现为它的功能
