AES Redondo Beach Energy ProjectPublic Workshop Visual Resources AnalysisMay 20 – 21, 2015 California Energy Commission Siting, Transmission Environmental Protection Division Environmental Office Visual Resources Unit Conclusions Visual impacts at KOPs 1-4, 6, and 7 are considered less than significant Potentially significant visual resources impacts at KOPs 5, 8, and 9 As proposed, the Conceptual Landscape Plan does not adequately address impacts to visual resources located north, east, and south of the site. As proposed, the project is not in compliance with applicable laws, ordinances, regulations, and standards (LORS). Conditions of Certification Staff proposes the following conditions of certification*: VIS-1 – to reduce impacts related to demolition, construction, and commissioning to less than significant. VIS-2 and VIS-3 – to reduce the effects on nighttime views related to lighting and glare to less than significant VIS-4 – to reduce the effects to daytime views related to glint and glare from project structures to less than significant * See PSA dated July 2014 for the full text of the conditions of certification Outstanding Information * See PSA dated July 2014 for the full text related to the Site Screening and Landscape Concept Plan Staff proposes a Site Screening and Landscape Concept Plan (Screening Plan)* The Screening Plan will be reviewed by staff in the Final Staff Assessment (FSA) to determine if potentially significant impacts can be mitigated and LORS compliance achieved. Objectives of the Screening Plan: Screen the major facilities and structures of the RBEP from public view; Create a gradual transition between the project site and its adjacent uses; Ensure greater visual compatibility between the project site and its surrounding coastal environment.
