Background Yantai is situated in the eastern part of Shandong peninsula, with an area of 13,746 square kilometers. It is one of the 14 coastal cities which were first approved to enjoy the open policy in China. Since 1995, Yantai has made great progress in economic construction and social development. In 1999, Yantai’s GDP reached 80.1 billion RMB, with 11.2% of growth against the year of 1998; and GDP per capita, RMB12.36 thousand (USD 1,502 - much higher than the national average at present), with 11% of growth. Hence, its comprehensive economic strength has made a remarkable progress. In 1997, after State Environmental Protection Administration (SEPA) issued Notice on Creation of National Model Cities for Environmental Protection (NMCEP), Yantai Municipal Government instructed its Environmental Protection Bureau (EPB) to carry out self-check according to the indictor system set for the NMCEP. Then the Municipality held a special meeting for summarizing the achievements of economic and urban construction and the development course of environmental protection since the reform and open policy was adopted in the late of 1970s.
