No.1 of 2016 (General Serial No. 232): Real-Time Audit Results of the Implementation of Policies and Measures on Stabilizing Growth, Promoting Reform, Adjusting Structure, Benefiting Peoples Wellbeing and Preventing Risks in November 2015 In November 2015, the National Audit Office continued to conduct the real-time audit in 31 provinces, autonomous regions, municipalities (referred to as provinces hereinafter), 29 central departments and 7 key state-owned enterprises, on the implementation of policies and measures on stabilizing growth, promoting reforms, adjusting structure, benefiting people’s wellbeing and preventing risks. The audit focused on the advancement of major projects such as railway, water conservancy and government-subsidized housing projects, as well as decentralization, implementation of major policies and fund management in certain areas. Based on the audit findings, concerned departments and regions had taken active measures to implement policies of promoting decentralization and reducing financial burdens on small- and medium-sized enterprises (SMEs) and had achieved good results. The audit spot-checked 516 projects which involved a central asset of 55.33 billion yuan. Typical issues identified in the audit are listed as follows: I. The issue of the development of key projects A. 88 projects on railway, water conservancy, government-subsidized housing and urban infrastructure etc made slow progress. B. Some subsidiaries of China Railway made false declaration of a completed investment of 1.206 billion yuan; 1 Province made false declaration of 5.875 billion yuan completed investment for two expressways, and 5 districts and counties of 1 Province made false reports on the completion of improved rural connecting roads with a mileage of 1281.2 kilometers, and 2 districts and counties of 2 Provinces made false reports on completed proportions of target tasks about rural drinking water safety. C. 8,246 sets of government-subsidized housing
