Project Memorandum Paradise Area Reinforcement Project To: Roosevelt Grant, CPUC From: Matt Fagundes, Deputy Project Manager Date: February 8, 2002 Re: Mitigation Monitoring Report No. 12: December 29, 2001 – February 1, 2002 The following descriptions of compliance and monitoring activities for the Paradise Area Reinforcement Project are from project summary reports supplied to Aspen Environmental Group (Aspen) by PGE Co. (PGE), a site inspection conducted by Aspen on January 15, and personal communications between Matt Fagundes of Aspen and Armen Keochekian of Essex Environmental (PGE Environmental Inspector). Summary This Mitigation Monitoring Report provides a general update of construction activities associated with the Paradise Area Reinforcement Project. It also describes mitigation measures that have been implemented to date in accordance with the Project’s Mitigated Negative Declaration. More detailed mitigation compliance information is in the accompanying table prepared by PGE. This table is updated on a monthly basis, with completed items indicated with asterisks. This report represents all activities from December 29, 2001 to February 1, 2002. Work conducted during this time period was primarily associated with stringing the power line on the previously installed tubular steel poles. PGE’s Environmental Inspector has indicated that construction activities associated with the project are anticipated to be complete by March 1, 2002. However, it is anticipated that PGE will be conducting clean-up activities along the project right-of-way, including restoration to the Trailway, through mid March. Construction Activities Power Line Construction The power line crew remobilized to the project site after the holidays on January 4 to resume stringing activities. The majority of work on this day focused on preparing the two pull sites (located at the transition point between segments 3 and 4 and adjacent to the Paradise Subs
